In psp open a new image 600 by 450 transparent background

Add your sayings of choice size of choice color from your tube
go to effects eye candy 400 add a glass effect of choice

Copy and paste your tube of choice position on top of words

Add your name and copyright

Click on words layer go to effects DSB Flux bright noise intensity 25 click mix1 time
copy merged paste into animation shop

Back in psp click undo than apply same plugin but click mix2 times
copy merged paste into animation shop after current layer

Back in psp click undo apply same plugin but click mix3 times
copy merged paste into animation shop after last layer

Save as a gif
