Cat's Meow
This tutorial was written for those with working knowledge of PSP
Supplies needed:
PSPX3 any version will work

Let's get started:

In psp open a new image 500 by 500
white background will delete later

Add a new layer flood fill with color of choice I used #ef95ae
than go to load mask and apply mask of choice merge group
than go to load mask and apply mask of choice merge group

From the scrapkit copy and paste frame2 image resize 80%
all layers unchecked

Click inside frame wth magic wand go to selections modify expand by 10
from the kit copy and paste a paper of choice selection invert delete
select none move the paper under the frame

From the kit copy and paste wordart image resize 65% position under frame

Copy and paste your tube of choice resize if needed position
on top of words see my tag as reference

From the kit copy and paste any other elements of choice
resize as needed see my tag as reference

Click on red part of frame with magic wand with have to click a few times
to get all the red part than go to dsb flux bright noise add these settings
intensity100 click mix1 time click ok

Add your name and copyright

In layer pallete X out white background
save as a png
ALL DONE
