It's My Party-PTU
This tutorial was written for those with working knowledge of PSP
Supplies needed:

Let's get started:

In psp open the template image canvas size 600 by 600 delete these layers:
credits
right black circle
left black circle
pixel stars
wordart

Click on large black circle selection select all float defloat from the kit
copy and paste a paper of choice selection invert delete select none delete the original

From my supplies copy and paste my wordart are use your own

Click on blue circle do the same as in #2

Dotted circle do the same as in #2

Click on pink shapes do the same as in #2

Click on gradient circle change your foreground to black
than with your change to target brush colorize the gradient
copy and paste your tube of choice re size if needed position inside circle
hit delete on keyboard select none change tube to luminanceL

Copy and paste these layers:
balloon1 image re size 75%
tube of choice re size if needed
evening gown mirror re size 80%
baloon2 re size 50%
cake3 re size 35% erase the fire part on candles
wine re size 35%
pearls and glass2 re size 25%
any other elements of choice re size and position of choice

Add your name and copyright

Delete the bottom white layer

Copy merged paste into animation shop
duplicate 15 times for a total of 16

From my supplies open the candle edit select all edit copy
click back on the tag edit select all edit paste into selected frames
position on top of candle keep copy and pasting until all candles are done

From my supplies open the party bubbles do the same as in #12

Save as a gif
ALL DONE
duplicate 15 times for a total of 16
