Open the template in psp delete these layers:

small stars

rectangle

glitter rectangle

Click on circle selection select all float defloat from the kit copy and paste

 a paper of choice selection invert delete select none delete the original

Copy and paste your tube of choice position in middle of circle

The glitter circle coloize of choice and small glitter circle

Click on small circle selection select all float defloat copy and paste your tube of choice

 resize selection invert delete select none merge the tube down to the circle

 than merge down to the glitter duplicate image mirror move down see my tag as reference

Colorize the words merge down to the glitter words move it down see my tag as reference

Coloize the stars

Click on Biatch and colorize merge down to glitter biatch

From the kit copy and paste any elements of choice

 resize and see my tag as reference
